Make sure that Steam has the Deluxe content enabled on the DLC tab for the game.
- Right click on the game in your Steam Library and select properties
- Navigate to the DLC Tab
- Make sure the Digital Deluxe content is selected
If it is, you may need to try a manual stream file refresh to clear our corrupted Steam files.
